Cowley Road Works is a registered charity that was formed in 2009 to manage Cowley Road Carnival. The Cowley Road Works Board of Trustees are all volunteers and the charity has these essential missions:

- To secure the long term future of Cowley Road Carnival

- To raise funds and develop partnerships in support of Cowley Road Carnival

- To develop Cowley Road Carnival as one of the region's biggest multicultural community arts events,   and to widen its involvement of and benefit to local communities and businesses. 

- To manage Cowley Road Carnival and associated events in a responsible, professional way to ensure the most positive experience for all visitors and participants.
